This idiom
"vale of tears"

represents the world as a sad and harsh place. When is it exaclty used. I mean in which situations?

vale of tears means: the earth; mortal life on earth.

Example: (A vale is a literary word for valley.) When it comes time for me to leave this vale of tears, I hope I can leave some worthwhile memories behind.
