The International Conference on Population and Development (ICPD) calls for four major programmatic actions.

1. The Eradication of Illiteracy: Studies have shown that when a woman achieves an eighth-grade education, she has half the number of pregnancies compared to her uneducated counterpart. There must be a concerted effort to ensure that every child in the world has access to at least a basic education, with special attention given to extending this opportunity to girls. Historically, girls have been denied this fundamental human right.

2. Full Employment Opportunities for Women: Studies indicate that when women participate in the paid economy, they tend to have smaller families, gain more influence in family decisions, and contribute to achieving gender equality. It is unacceptable that women perform two-thirds of the world’s work, earn only ten percent of its income, and own less than one percent of its property. This issue must be addressed.

3. Reduction of Infant Mortality: When parents are assured their children will survive beyond age five, they are more likely to have fewer pregnancies. Progress in reducing infant mortality has been accompanied by significant declines in fertility rates in countries that have achieved these improvements.

4. Universal Access to Family Planning Knowledge and Resources: Family planning options should include both natural and medically approved methods. More research is needed to provide a wider range of safe and effective options. By ensuring access to family planning, couples can choose the number of children they want and are able to care for. The key message is clear: “Every child, a wanted child.”

Achieving these goals could stabilize the global population at around eight billion, rather than the projected 9.5 billion or higher. National governments and civil society must work together to turn the ICPD’s vision into reality.
